About Report Fuel
Report Fuel™ is a secure reporting initiative of Fuel Wholesalers Association (Pty) Ltd, created to support integrity, awareness and responsible reporting across South Africa’s petroleum sector.
Mission
To provide a secure, accessible and conflict-controlled channel through which consumers, employees, contractors, transporters, retailers, wholesalers and members of the public can report suspected petroleum-industry misconduct responsibly.
What Report Fuel does
- provides information about reportable petroleum-sector concerns;
- offers anonymous, confidential and identified paths through a separate GlobaLeaks-powered portal;
- supports protected two-way follow-up using a secure access code;
- assesses reports for relevance, clarity, urgency, credibility and potential risk; and
- may refer relevant information to an appropriate competent body.
What Report Fuel does not do
Report Fuel is not an emergency service, regulator, court, law-enforcement agency or private investigation authority. It does not determine guilt, certify allegations, compel evidence or guarantee investigation, referral, enforcement, publication or a particular outcome.
Governance principles
- Need-to-know access: report and identity information is restricted to authorised people with a legitimate need.
- Objective handling: allegations are assessed on their content and supporting information without presuming guilt.
- Documented decisions: material triage, referral, disclosure and closure decisions should be recorded.
- Conflicts management: actual, potential and perceived conflicts must be declared and managed.
- Minimum disclosure: no more information than reasonably necessary should be shared.
- Security and privacy: handling follows the Privacy and POPIA Notice, 180-day retention setting and applicable safeguards.
Conflict controls and fairness
A report involving the Fuel Wholesalers Association, its leadership, staff, members or service providers must be escalated away from anyone with a relevant conflict. Reports are allegations, not findings, and unverified information must not be presented publicly as fact.
The Petroleum Integrity Ecosystem
Report Fuel is the confidential reporting and integrity-assessment pillar within a broader Petroleum Integrity Ecosystem. The Fuel Wholesalers Association provides industry representation, education and engagement. LicenseCheck provides petroleum verification and due-diligence services. PetroleumOS is being developed as the future intelligence and analytics layer.
These functions are deliberately separated. A Report Fuel allegation does not automatically become a LicenseCheck finding, FWA membership does not prevent a matter from being reported or assessed, and raw confidential Report Fuel case information is not a general ecosystem data feed.
